Coaching Centers Will Not Be Able To Charge Arbitrary Fees: Fees Will Have To Be Returned If You Leave Midway, Rajasthan Coaching Centers Bill Introduced In The Assembly

On Thursday, the Rajasthan Coaching Centers (Control and Regulation) Bill 2025 was introduced in the Assembly. This bill has been brought to stop the increasing suicides of students taking coaching in the state and the arbitrariness of coaching centers. However, many questions are being raised about this bill.

Center’s guidelines different from the state bill

Many questions are also being raised about the Rajasthan Coaching Centers (Control and Regulation) Bill 2025. The biggest reason for this is that the guidelines of the Center have not been given place in the bill. Some parents associations have raised questions and said that this is not a strong bill. The central government has introduced such a weak bill to benefit the coaching centers.

Arguments of those opposing this bill

According to the guidelines of the Central Government of January 2024, coaching centers will have to pay a fine of Rs 25,000 for violating the rules for the first time and Rs 1 lakh for the second time. At the same time, in the bill of the Rajasthan government, the fine for the first time is Rs 2 lakh and the fine for the second time is Rs 5 lakh. People say that due to the different provisions of both, it may happen that coaching centers find a way out in the middle.

According to the guidelines of the Center, children below 16 years of age cannot take admission in coaching centers. But there is no provision regarding age limit in the state government bill.

Many times students go missing from coaching centers and after many days this thing reaches the parents. In an old version of the bill, a rule was added for coaching centers to take biometric attendants of students. But this rule is missing from the bill presented in the assembly. The draft version of the bill said that coaching centers will have to follow the rules of the state government regarding national holidays, festivals and holidays declared by the District Collector. But the bill presented in the assembly states that coaching centers should try to give holidays to children according to the festival. Also, there is no mention of national and local holidays in the bill.

Coaching centers should make special provisions for giving admission to female and differently abled students. The buildings of coaching centers should be according to the Rights of Persons with Disabilities Act 2016. Both these points were included in the draft but have now been removed from the bill.

The central government had issued guidelines in 2024

The Ministry of Education had issued guidelines for coaching institutes in 2024. Under this, coaching institutes cannot give admission to children below the age of 16 years. Making misleading promises and guaranteeing good marks were also banned. These guidelines were issued by the Education Department in view of the increasing cases of student suicides, incidents of fire in classrooms and lack of facilities in coaching centres.
